System and custom policies
There are built-in system policies, and you can create custom policies with a bilingual name and description (Arabic and English), a sector, and rules in JSON (allowed/blocked entity types and thresholds).
Managing them
Enable/disable a policy, distinguish System from Custom, with version numbers.
